The planner shows this arcane on a build but does not add it to the stats. Its effect only applies under a condition, so a stat sheet that added it in would be showing you a number the game gives you in one situation and not the rest. The same rule governs mods whose values have not been checked: a figure this site prints is a figure it can defend, and one it cannot defend is left out rather than guessed at.
